1. Purpose of This Service
Buncombe Residents Directory is a privately operated reference. It describes and links to public rolls, record indexes, and directory collections concerning people who live or have lived in Buncombe County, North Carolina. It does not host government records and has no affiliation with a government office, court, or record custodian.
2. Acceptable Use Rules
Use the service only for lawful purposes. You may not use it, or information located through it, to:
- Stalk, harass, intimidate, threaten, or harm any person
- Locate a person protected by a restraining or protective order
- Commit identity theft, fraud, or another unlawful act
- Make FCRA-regulated decisions involving credit, employment, tenant, or insurance matters
- Scrape, copy, or republish service content at scale
- Interfere with the operation, availability, or security of the service
North Carolina limits some underlying records as well. Vital-record confidentiality and certificate eligibility are controlled by G.S. 130A-93 and G.S. 130A-93.1. Voter confidentiality is addressed in G.S. 163-82.10 and G.S. 163-82.10B. The Address Confidentiality Program is authorized by Chapter 15C, and its protections must be respected.
3. No Consumer Reporting Role
This service is not a consumer reporting agency as defined by the Fair Credit Reporting Act, 15 U.S.C. § 1681 et seq. Nothing on this service, and nothing returned by a linked search tool, is a consumer report. Information may not be used to decide eligibility for credit, employment, housing, insurance, or another purpose regulated by the FCRA.
4. Third-Party Resources
Government portals and outside services, including sponsored search tools, operate under their own terms and privacy policies. We do not control their content, availability, prices, or information practices.
5. Disclaimer of Warranties
The service is offered “as is” and “as available,” without warranties of any kind. We do not promise that any content is complete, accurate, or current, or that an external portal will remain available or return a correct result.
6. Liability Limits
To the fullest extent permitted by law, we are not liable for direct, indirect, incidental, consequential, special, or other damages arising from use of this service or a linked resource, including decisions based on a record found through them.
7. Indemnity
You agree to indemnify and hold harmless the operators of this service from a claim or demand, including reasonable attorneys' fees, arising from misuse of the service or a violation of these terms.
8. Intellectual Property Rights
The original text, design, logo, and layout of this service are protected by copyright. Linking to a page and quoting a short excerpt with attribution is permitted. Republishing complete pages or systematically copying content is not permitted.
9. Term Revisions
We may revise these terms by posting an updated version here. Continued use after the revised version is posted means that you accept it.
10. Restricting Access
We may block or limit access for a user who violates these terms or misuses the service, at our discretion and without prior notice.
11. North Carolina Law
These terms are governed by the laws of the State of North Carolina, without regard to conflict-of-law principles. North Carolina’s Public Records Law, including G.S. 132-1, G.S. 132-6, G.S. 132-6.1, and G.S. 132-6.2, governs access to existing public records held by custodians. It does not require a custodian to create a record, compile a new report, or disclose information made confidential by another law.
12. Severability
If a provision of these terms is held unenforceable, the remaining provisions will continue in effect.
